    • Mission:-To improve the socio-economic conditions of the minority communities through affirmative action and inclusive development so that every citizen has equal opportunity to participate actively in building a vibrant nation. To facilitate an equitable share for minority communities in education, employment, economic activities and to ensure their upliftment.

    • Vision:-Empowering the minority communities and creating an enabling environment for strengthening the multi-racial, multi-ethnic, multi-cultural, multi-lingual and multi-religious character of our nation.

    • Government of West Bengal is committed to the accelerated development of the minorities with a view to uplifting their socio-economic and educational status. Pursuant to this mcommitment, several new schemes and activities have been taken up by the government. Many Non-Governmental Organizations (NGOs) are also working towards development and welfare of minorities. Such NGOs would be supported by the State Government to enhance their effectiveness and reach.

Structure of the Department:

 

  • Rehabilitation of Destitute Woman (DMWRP)

  • Boundary wall around Graveyard.

  • Loan Schemes:- Term Loan Scheme, Cluster Loan Scheme, Micro Finance Direct to SHGs, DLS, Minority Women Empowerment programme & Educational Loan.

  • Scholarship Schemes:- Merit-cum-Means Scholarship, Post Matric Scholarship, Pre-Matric Scholarship & TSP.

  • State Government Stipend for Meritorious Students.

  • Vocational Training Programme.

  • Pre examination coaching  programme for different competitive examination.

  • Incentive to Poor Girls students.

  • Books, Dress Grant, Shoes, Bags & Library Books to Madrasah students.

  • Financial assistance to MAME maintained Hostels.

  • Financial assistance to NGOs.

  • Honorarium to Imam & Muazzin.

 

1.About the Scheme :-

  • Rehabilitation of Destitute Woman:

In many cases the destitute women has to undergo a root-less life being deprived of all corners. This scheme is the introduction to rehabilitate them primarily by arranging a permanent dwelling place for them. A sum of Rs. 1.2 Lakh is given to each selected destitute women for construction of low cost house for her. The list of selected beneficiaries in prescribed format is sent by the Block duly signed by the B.D.O and the Sabhadhpati, to the MAME deptt., Howrah, which is forwarded  to the MAME, Deptt. for accordance of approval and release of fund.

  • Graveyard:  

The graveyard is the place where the soul may rest in peace. To maintain the sanctity and prevent from hazards, the scheme “Construction of Boundary-wall surrounding graveyard has been launched .The Graveyard Committee has to apply ONLINE in prescribed format with plan and vetted  estimate to the MAME Deptt, Howrah, which after due inspection , checking is forwarded to the MAME Deptt. for accordance of approval and release of fund.

 

  • Term Loan Scheme: Loan upto Rs. 2.00 lac (upto Rs. 5.00 lacs with the approval of WBMDFC) @6% interest p.a.  A Guarantor required and an applicant applying for a loan amount above Rs. 50000/- will provide a surety who may be income tax payee or professionally qualified person (Docto , Engineer, Advocate etc. No Guarantor is required for applying for a loan amount below Rs. 50000/-. Application time- mid-February to mid-March and mid-August to mid-September at BDO / Panchayat Samity Office (for rural areas) and SDO office (for municipality areas) in prescribed format.

 Repayment : 20 Quarterly installments in 5 years.

  • Micro Finance Direct to SHGs: Small loans for income generating economic activities provided directly to members of SHG, specially women @7% interest p.a. Repayment in 18/24 months. Applications through Filed Supervisors of WBMDFC.

  • Minority Women Empowerment Programme: This programme is launched by MAME deptt. for providing soft loan to SHGs for undertaking any income generation activity. Subsidy upto Rs.15000/- is given to each beneficiary. Applications on advertisement at BDO/ Municipality office & @3% interest p.a. Repayment:  12 Quarterly installments in 3 years.

  • Educational Loan: Maximum Rs.2.5 lacs for pursuing professional courses like Medical, Engineering, Management, Nursing etc.  Interest free in case of timely repayment in two years. Online Application time- July/August every year.

  • Merit-cum-Means Scholarship: Scholarship upto Rs. 33,000/- per year per student is given for pursuing professional / technical courses at graduate and post graduate level. Online application in July / August every year. Family Income upto Rs.2.5 Lakh.

  • Post Matric Scholarship: Scholarship is given to students for pursuing studies from class XI to PhD. Yearly maintenance to students upto Rs. 16500/- for class XI & XII, Graduation and Master Levels respectively plus actual tuition fees. Application time July / August every year at DM office (Minority Cell). Family Income upto Rs.2 Lakh.

  • Talent support programme (TSP):

Scholarship is given to students scoring 50% in previous examination for pursuing studies from class XI to PhD. Yearly maintenance to students upto Rs. 16500/- for class XI & XII, Graduation and Master Levels respectively plus actual tuition fees. Application time July / August every year at DM office (Minority Cell). Family Income upto Rs.2 Lakh.

  • Pre-Matric Scholarship: Fron Rs. 1100/- to 11,000/- per year subject to course fee. Application time July / August every year at BDO/ Municipality office. Family Income upto Rs.2 Lakh.

  • Swami Vivekananda Merit cum means Scholarships (SVMCM):

From Rs. 1200/- to Rs. 60,000/- per year to the students pursuing H.S ,Polytechnic and Graduation scoring 75% marks in previous exam.  For PG students scoring 53% in Honors and 55% in Engineering.  Family Income upto Rs.2.5 Lakh.

  • Vocational Training Programme: For upgrading the skill, 6 months courses in various trades conducted mainly through reputed govt. and private institutions. Application on advertisement at concerned institutions.

  • Pre examination coaching  programme for different competitive examination :- Financial assistance for pre-examination coaching for different services under Central/State Government to educationally backward minorities.

  • Incentive to Poor Girls students :- Directorate of Madrasah Education has sanctioned Rs. 1200/- per student to poor girl students of class IX-XII in a Financial Year to help their studies.

  • Books, Dress Grant, Shoes, Bags & Library Books to Madrasah students:- Provide Books, Dresses, Shoes, Bags & Library Books to the students of Madrasahs from Directorate of Madrasah Education through District Minority Office.

  • Financial assistance to MAME maintained Hostels:- Financial assistance for hostel accommodation for girls & boys students to the minorities including establishment and expenditure of schools/colleges, duly recognized by competent authorities.

  • Financial assistance to NGOs :- Finding out scopes for private participation and following up major Educational Schemes through Non-Government Organizations (NGO).

  • Honorarium to Imam & Muazzin  :- An honorarium of Rs. 2500/- per Imam and Rs. 1000/- per Muazzin .

  • Merit Prizes for students:  In addition to scholarships aimed at encouraging the students to pursue their studies with vigorous interest and fervor, the Academy also awards several prizes for outstanding performance so that the morale of the hardworking achievers may be boosted.

 

2.Required Eligibility for applying the schemes:-

Rehabilitation of Destitute Woman:

The applicant may apply to the respective G.P/Ward or Block/Municipality with proper documentation. A report from Block Level should be submitted by the concerned Block/Municipality after conduct a survey by the Gram Panchayet/Ward/ Panchayet Samity.

Boundary wall around Graveyard:

A committee should be formed and the Graveyard should be use in the interest of public. The land record must be registered in the name of Graveyard. Site plan should be uploaded to the portal.

Term Loan Scheme:

Age limit for the Term Loan is 18-50 years and in case of refinance loan, Maximum age limit of the beneficiary is 55 years. For loan from Rs. 40000/- to Rs.50000/- : An applicant applying for a loan amount between Rs. 40000/- to Rs. 50000/- will provide a surety who may be income tax payee or professionally qualified person(Doctor , Engineer, Advocate etc.)

 For loan exceeding Rs. 50000/- : Those applying for loan exceeding Rs. 50000/- will have to provide a guarantor who may be government or semi government employee (e.g. a recognized school teacher, bank employee etc.) or a good beneficiary of WBMDFC.

Micro Finance Direct to SHGs:

Small loans for income generating economic activities provided directly to members of SHG, specially women @5% interest p.a. Repayment in 18/24 months. Applications through Filed supervisors of WBMDFC.

Educational Loan:

The candidate must have obtained at least 50% marks in last examination (Domestic- loans for study in India) and 65% marks in last examination (Abroad- loans for study outside India)

The age of the candidate must be within 16 to 32 years as on 1st January of the year of the application.

Annual family Income should be upto Rs. 1,20,000 for Urban and Rs. 98,000 for Rural areas.

Courses eligible for education loan:

Domestic:

  • Regular technical and professional degrees/ diploma courses both at Graduation and Post-Graduation level conducted by colleges/ universities approved by UGC/ AICTE/ IMC/ Govt. etc.

  • Regular Degree/ Diploma Courses conducted by autonomous institutions like IIT, IIM, etc.

  • Teacher training/ Nursing courses approved by Central Government or the State Government

Regular Degree/ Diploma Courses like Aeronautical, pilot training, shipping, etc. approved by the Director General of Civil Aviation/ Shipping/ concerned regulatory authority.

Abroad:

Job oriented professional/ Technical Graduation Degree courses/ Post Graduation Degree and Diploma courses like MCA, MBA, MS, etc offered by reputed universities

Courses conducted by CIMA (Chartered Institute of Management Accountants) – London,     CPA (Certified Public Accountant) in USA etc.

 

Merit-cum-Means Scholarship: 

Scholarship is given for pursuing professional / technical courses at graduate and post graduate level. Family Income upto Rs.2.5 Lakh.

Post Matric Scholarship: 

Scholarship is given to students for pursuing studies from class XI to PhD scoring 50% in previous exam. Family Income upto Rs.2 Lakh.

Talent support programme (TSP):

Scholarship is given to students scoring 50%  in previous examination for pursuing studies from class XI to PhD. Family Income upto Rs.2 Lakh.

Pre-Matric Scholarship:. 

Students pursuing Class I-X scoring 50% marks in previous exam.   Family Income upto Rs.2 Lakh.

Swami Vivekananda Merit cum means Scholarships (SVMCM):

Term Loan:-

Collection & Submission of Application form:- Application forms may be collected from the Minority office situated in the office of the District Magistrate, Sub Divisional Officer( S.D.O.) or Block Development Officer (B.D.O.). It is also available in the website of the corporation www.wbmdfc.org Photocopy of the application form is also accepted. The application may be submitted round the year (on any working Day) in prescribed format at the local Block Development Officer’s (B.D.O.) Office in case of rural areas and in Sub Divisional Officer’s( S.D.O.) Office, in case of urban areas. In case of Kolkata, it should be submitted at the office of District Officer Minority Affairs at Minority Bhavan, 11/3 Dr.Briesh Guha Street, Park Circus, Kolkata-700017.

Photocopy of the Voter Card/ Aadhaar card/ Pan Card /Residential Certificate/ Trade License to be attached with the Application. If the applicant is a loanee/Defaulter in respect of loan taken from any Bank/Financial institute, he/she will not be eligible for consideration.

Micro Finance (Directly to SHGs):-

Collection & Submission of Application form: Application should be submitted in prescribed format of Corporation. For further details about application, concerned district Office may be contacted. Application may be submitted at any time of the year.

Minority Women Empowerment Programme:-

Educational Loan:-
