The Department is implementing several welfare schemes and schemes in connection with Child Protection.

Structure of the department:

Social Welfare Section, Howrah & District Child Protection Unit, Howrah

  1.   Social Welfare :
    1. Implementation of Social Welfare Pension schemes, namely Old Age Pension, Widow Pension, Manabik Pension, and Lakhhir Bhandar pension scheme.
    2. Implementation of Non-Institutional Care Scheme for the destitute boys & girls.
    3. Implementation of Scholarship for the students with disabilities below class IX.
    4. Implementation of Prosthetic Aid Scheme to provide Prosthetic Aids to identified Persons with Disabilities & to issue Identity cards to the person with disabilities & etc.
    5. Implementation of Economic Rehabilitation Grant scheme the Persons with Disabilities.
    6. Implementation of loan for setting up a business through National Handicapped Financial Development Corporation.
    7. Facilitating holding of out-reach camps through identification of Persons with Disabilities and issue of identity cards.
    8. Implementation of National Trust Act.
    9. Implementation of SWAWLAMBAN Scheme for vocational training of Women through West Bengal Women Development Undertaking.
    10. Implementation of Protection of Women against Domestic Violence Act, 2005.
    11. Implementation of Maintenance of  Parents and Senior Citizen’s Welfare, 2005.
    12. Implementation of Registration of  NGOs under Person with Disabilities Act,2015.
    13. Implementation of  Women’s and Children’s Institutional Licensing Rules, 1958 for issuing License to NGOs.
  2. Child Protection Issues :
    1. Running various Child Care Institutions (CCIs) under Juvenile Justice (Care and Protection of Children) Act 2015 one Govt. run CCIs and for Govt. aided NGO to run CCIs under ICPS scheme
    2. Running 4 (four) cottage Homes under cottage scheme.
    3. Adoption and sponsorship program under JJ Act through ICPS scheme.
    4. Secretarial support to juvenile Justice Board and Child Welfare Committee, Howrah.
    5. Inquiry and preparation of Social Investigation Report and Home study Report for Child in need for Care and Protection and Child with Conflict with the law and consequent follow up and monitoring.
    6. Facilitating the Restoration and repatriation process of Missing Children.
    7. Preparation of Individual Care Plan for inmates of CCI and CCL.
    8. Support to the POCSO victim and provides support Person to the victim Children under POCSO Act.
    9. Provide Legal Support to the Children in Conflict with Law (CCL) and Children in Need of Care and Protection (CNCP).

About the schemes:-

Schemes are running mainly for the Social Security, Social Welfare, and Child Protection issues under the ICPS scheme.

For Old Age Pension, Widow Pension, Manabik Pension Rs. 1000/- per month and for Lakhhir Bhandar pension scheme Rs. 500/- for other and Rs. 1000/- for SC/ST.

Required Eligibility for applying the schemes:

For Old Age Pension, the beneficiary must be above 60 years of age.

For Widow Pension death certificate of the husband is obligatory and the applicant must be above 18 years of age.

For Manabik the applicant must have a PWD certificate with 40% and above Disability Certificate.

For Lakhhir Bhandar pension scheme age must be within 25-60 years as of 01.01.2021 should have Swasthya Sathi Card and should not be under of a Govt. employee.
