The main functions of this Department are as follows:

  • The Establishment section of this Collectorate is one of the most significant and important of all sections. This section deals with all service related matters of all Officers and staff members(except Gr.D) of the District Head Quarter, Sub-Divisions & Block Offices of this District.
  • This section performs the following jobs relating to the Establishment matters of the Officers and Staff members (except) Group – ‘D’ employees:
    • Preparation of pay and subsistence allowances and all other types of bills including T.E Bills, Special Allowance Bill, and Medical Bills, etc.
    • Sanction of G.P.F Advance and recovery thereof and other loans and advances including L.T.C.
    • Maintenance of Service Book with necessary entries as and when required. Sanction of Periodical Increment/arrear claims.
    • Service Verification.
    • Group Insurance Scheme, ‘83 &’87. Issue of superannuation notice, Pension, Gratuity, Commuted Value of Pension, and other retirement or death-cum-retirement benefit.
    • Sanction of Leave and maintenance of leave record.
    • Payments of cash equivalent to leave salary.
    • Fixation, Re-fixation of Pay, Change of option, Pay protection of all Officers and Staff.
    • Awarding benefits of Career Advancement Scheme and Modified Career Advancement Scheme.
    • Maintenance of Gradation List of O.S, H.A, Accountant, H.C U.D.C., L.D.C., etc.
    • Promotion, up-gradation of employees.
    • Appointment (Gr-B & C) Transfer, posting of Staff.
    • Allotment of Fund.
    • Preparation, approval, and sanction of T.E. Bills.
    • Income Tax Submission.
    • Confirmation, appointment.
    • Transfer, posting of staff, duty allocation among Deputy Magistrates & Deputy Collectors in general duty.
    • Training of Officers/Staff in different training institutions.
    • Medical reimbursement and West Bengal Health Scheme, 2008.
    • West Bengal Health for all employees and pensioners cashless Medical Treatment Scheme 2014 including Rs.1,00,000/- cashless medical treatment for employees and pensioners.
    • Services of HTC and LTC for all employees.
    • Issue of NOC for a passport to Officers and Staff.
    • Acts & Rules Dealt With:
      • West Bengal Service Rules –Volume I & Volume II,
      • West Bengal Treasury Rules,
      • West Bengal ROPA Rules,
      • West Bengal Financial Rules,
      • West Bengal Health Scheme Rule, 2008 & GOs, and circulars received from time to time.

Schemes under that department: “West Bengal Health for All Employees and Pensioners Cashless Medical Treatment Scheme 2014”

About the schemes:

In addition to the West Bengal Services (Medical Attendance) Rules 1964, with a view to providing better medical facilities to the employees of the Government of West Bengal, West Bengal Health Scheme-2008 has been introduced vide memo number 7287-E, dated 19-09-2008 issued by the Finance Department, Government of West Bengal subject to forgoing Medical Allowance from salary drawn. The government extended this facility to the superannuated and family pensioner of Government of West Bengal vide number 3475-F, dated 11.05.2009 with effect 01.06.2009 subject to forgoing Medical Relief from pension drawn. In WBHS-08, a beneficiary can get reimbursement of the cost of all indoor treatment in empanelled hospitals within the state of West Bengal and the cost of OPD treatment for 15 (Fifteen) diseases as specified as per the clause of this scheme. Besides these, treatment can also be availed in 9 (Nine) enlisted hospitals outside West Bengal. The claim of only indoor treatment in non-impaneled hospitals within the state is also reimbursable subject to the compliance of guidelines. In the year 2014, Government notified to change the name of the scheme as “West Bengal Health for All Employees and Pensioners Cashless Medical Treatment Scheme 2014” in place of the West Bengal Health Scheme and introduced Cashless Medical Facilities up to? 1,00,000.00 (Rupees one lac) per indoor treatment.
