In terms of Notification No. 196 Home (Cons.)-R&R (Cons.) -10/06 dt. 12/07/2006, the West Bengal Rules of Business was amended to set up the Department of Self-help Groups & Self Employment (SHG&SE). The Department is responsible to formulate, implement and co-ordinate all works pertaining to self-help groups as well as improving self-employment opportunities for the unemployed youth. Vision of the department is to create an enabling environment for all self-help groups of the state as well as unemployed youth in search of self-employment to flourish with convergent support from all stakeholder departments and financial institutions. To aid its functioning, the Department utilizes the services of a Directorate (the Directorate of SHG&SE) and a Corporation (the West Bengal Swarojgar Corporation Limited).

About the schemes:-

  1. Swami Vivekananda Swanirbhar Karmasansthan Prakalpa(SVSKP):

    SVSKP, a flagship scheme of the Department of SHG&SE is implemented by theWest Bengal Swarojgar Corporation Ltd. (WBSCL). Implemented across the state, basic objective of the scheme is to provide increased access to credit for development of rural/urban enterprises by supporting unemployed young individuals and group of individuals. Unemployed young persons, within the age group of 18 to 45 years and an income ceiling of Rs.15,000/- per month for the family are included as the target group for the scheme. More stress has been given on training, especially on trades where the locally available abundant raw materials, wasted due to ignorance, could be utilized for producing finer articles and on traditional crafts where there is sufficient potential. The scheme was launched in 2011-12 financial year and have been able to provide support to 2,62,030 till 30 September 2019. For Howrah District Rs. 31132942/- has been released as Subsidy for 403 SVSKP cases in 2020-2021 FY. 

  2. West Bengal Swanirbhar Sahayak Prakalpa (WBSSP) 

    WBSSP was launched in 2012-13 financial year with the objective of reducing interest burden of the Self-help Groups accessing bank credit through the interest subvention. The scheme ensures that no Self-help Group pays more than 2 per cent as interest for the bank loan received. Interest subsidy from the department ranges from 9 per cent to 2 per cent, depending on the nature of the group and the programme under which the group is mobilized. Implemented throughout the state and for all the registered SHGs accessing bank credit. Implemented through the West Bengal Swarojgar Corporation Limited, this is an entirely state government funded programme. In order to streamline the system, it has been decided by the Government that the Banks will submit the claim of subsidy electronically to West Bengal Swarojgar Corporation Ltd, wherefrom the claims will be verified and after verification e-payments will be made directly to the accounts of the eligible SHGs through RTGS/NEFT. For Howrah District Rs. 63800000/- has been given to 15797 SHGs for WBSSP scheme in 2020-2021 FY.

  3. Muktidhara, an initiative in achieving convergence for SHG members and unemployed youth

    The focus in Muktidhara is livelihood augmentation of the SHG households by providing support for micro firms and micro enterprises. The focus is also on skill up-gradation of SHG members in both production and service sectors. The department also included an element of support to individual youth through skill development and bank loan subsidy-linked projects. In a shift in approach, the department has decided to implement Muktidhara as a convergence initiative where all the development departments having stake in village development and development of livelihood are to be taken on board and through concerted effort all the villages in the project area are to be developed using resources from multiple departments and programmes. The role of SHG&SE Department has been conceived of as the coordinating department in such convergent community action.

  4. SamajSathi, an assurance scheme against accidents faced by the SHG members

    SamajSathi is an assurance scheme for the self-help group members of the state. The task in this regard has been entrusted to the SHG & SE Department as the Nodal Department and WBSCL as the Implementing Agency. Of late converted into assurance mode, the project aims at providing critical support to the self-help group members and members of their families falling victims of accidents. SamajSathi provides financial support of Rs.2 lakh for accidental death , Rs.1,50,000/- (maximum) for permanent total disablement, Rs.1,00,000/- (maximum) for partial permanent disablement and Rs.100.00 per day of hospitalisation in lieu of wage loss. There is also a provision for Rs.2500/- for funeral expenses for accidental death over and above the principal amount.

  5. Jaago, a special initiative to provide revolving fund support to the self-help groups

    The Department of SHG&SE launched JAAGO Prakalpo recently. Through  JAAGO Prakalpo every SHGs of different departments (such as P&RD, Cooperation, MA&ME, UDMA, etc dept) get financial support of Rs. 5000/- annually by Revolving Fund so that they can cash credit & other financial facilities for bank.Rs.168070000/- has been given to 33614 SHGs through this JAAGO Prakalpo in Howrah District for 2020-2021 FY.   

  1. SVSKP:
    • self-employment opportunities for the rural youth.
    • Facilitating preparation of viable bankable schemes
    • Providing subsidy @30 % of the project cost
    • Assistance in securing bank loan e@65% of the project cost
    • Age Limit- 18 to 45 years.
    • Monthly family income within Rs. 15,000/-
  2. WBSSP :
    • Providing interest subvention to the SHGs accessing bank loan
    • Interest subsidy ranges from 2 percent to 9 percent to ensure the SHGs pay not more than 2% as interest
    • Applicable to all SHGs in urban and rural areas
    • Applicable to all SHGs mobilized by all departments
    • No application, direct fund to the Bank account of the SHGs
  3. Muktidhara :
    • A special convergence initiative for livelihood augmentation and improved self-employment opportunities
    • In all South Bengal districts except Bankura

Method of applying for the scheme :-

  1. SVSKP : In case of SVSKP online portal is applicable.
  2.     • Accidental benefit upto Rs 40000/- 
    • Outdoor facility upto Rs 5000/- due to accident
    • Payment will be made to the SHG member is entitled to get Rs 100/ per day upto 30 days during his/her hospitalization
    • entitled to get Rs 2500/- for funeral worst due to accidental death along with Rs 200000/- accidental benefit.
  5. JAAGO : The eligibility criteria are –
    • All groups received cash credit limit or term loan or
    • All graded groups or
    • All groups matching the following conditions
      • 1 Year from formation of SHG or 6 months from opening of an account whichever is earlier an and
      • Minimum deposit of Rs. 5000/- in the account.

Any Grievance residence from CMRO portal  are disposed by the respective BDOs (14 Blocks) & SDOs (For Uluberia Municipality & HMC) and ATR are transmitted to Department. Any offline grievance received from public are enquired into and action taken accordingly and ATR sent to the appropriate Authority.
