Howrah is a geographically compact district, but it has immense cultural and administrative complexity. The history of the city of Howrah dates back over 500 years, and over the years the city has grown both in size and in character. It has a cosmopolitan population, immensely contributing to its cultural complexity, largely because of its bustling business and industries. The district has 2 subdivisions, and 14 community development blocks, and 2 ULBs (Howrah Municipal Corporation, and Uluberia Municipality). The district administration has the complex task of engaging the population though its regulatory, developmental functions of service delivery, and emergency response functions. It is in the execution of these complex responsibilities that e-governance comes in handy, structuring a direct linkage with the public.
