About the Department: 

The District Election Section acts as a pivotal body during the various Parliamentary/Legislative Assembly election processes. It  co ordinates the functioning of various sections and cells formed with the District administration during the period of election.

This section   prepares the Photo Electoral Roll (PER) which  forms the basis on which the database of all genuine voters is captured . Emphasis and attention is given on preparation of accurate roll. The  cleaning of roll is a very challenging task and it continues  throughout the year with the two main objectives that a) no new voter is excluded from the roll and b) no nonexistent voter finds a place in the roll.

 

To achieve the  above, we have pre-revision activities , Summary Revision of Electoral Roll and further, continuous updation takes place throughout the year with wide publicity to capture voters who could not enroll 

 

This department also takes Special drive through SVEEP campaign, ELC formation, Chunav Pathshala etc. to capture electors in the age group of 18-19 ,  as well as to motivate would be electors. Special awareness programme has been taken for Women , PWD and Transgender Voters. 

 

We undertook thorough training sessions of ERO,AERO’s, BLO’s and DO’s to inculcate in them the rules to be followed during hearing and not to rely on unnecessary documentation.

Statutorily, responsibility for preparation and maintenance of Electoral Rolls of an Assembly Constituency (AC) is vested with an Electoral Registration Officers (ERO). ERO is assisted by some Assistant Electoral Registration Officers (AERO). AERO has the same authority and responsibility as is of ERO and the jurisdiction may be a part of an AC or the whole Constituency.  However, for coordination and supervision of the work a well-defined electoral machinery has been put in place.

BLO is a local Government/Semi-Government official, familiar with the local electors and generally a voter in the same polling area who assists in updating the roll using his local knowledge. In fact, BLO is a representative of Election Commission of India at the grass-root level who plays a pivotal role in the process of roll revision and collecting actual field information with regard to the roll corresponding to the polling area assigned to him. Though BLO is not a full time electoral official, but the responsibility of BLO adds an additional dimension to his profile as he is rendering a responsible civic duty.

At the lowest level of administrative machinery of electoral system are BLOs. There are some supervisory officers above BLOs. These supervisory officers maintain checks on the quality of work done by BLO and closely monitor it. Each supervisory officer has 08-10 BLOs under his/her supervision.
