The Micro, Small and Medium Scale Enterprises & Textiles Department(MSME&T) in the State plays an important role towards overall growth of MSME Sector/Industrial development / Handicrafts Sector coping-up with the different changing factors like Globalization, modernization/ upgradation of technology and COVID pandemic situation thereby generating Employment opportunities in the state through various Development  Schemes & programms of MSME&T Dept., GoWB.

  • BANGLASHREE – This scheme is to extend fiscal incentives to encourage the entrepreneurs to set up MSME with a view to focusing on balanced development of MSME.

  • KARMASATHI PRAKALPA -To facilitate Yong entrepreneurs of the state in setting up new manufacturing enterprise and small business including service and trading.

  • WEST BENGAL INCENTIVE SCHEME 2020 FOR APPROVED INDUSTRIAL PARK UNDER MSMES – The West Bengal Incentive Scheme 2014 for Approved Industrial Park (commonly referred to as SAIP) for Micro, Small and Medium Enterprises expired on 23/9/2019. Now, the Governor has been pleased to approve extension of this Scheme in the State with certain alterations and modifications for another period of 5 (five) years for creation of more industrial parks by private developers on their own land with required infrastructure with state government assistance in the form of fiscal and non-fiscal incentives in order to catalyze and promote growth of micro, small and medium enterprises with advanced technology and environmental compliances resulting in more employment opportunities.

  • SILPA DISHA – An Android and IOS based mobile application for redressal of grievances related to MSME.

  • SILPA SATHI – ONLINE single window portal for Ease of  Doing Business

  • SAMADHAN (WBMSME FACILITATION COUNCIL) – Promotion and development and enhancing the competitiveness of Enterprises.

  • OLD AGE  PENSION TO HANDICRAFTS AND VILLAGE INDUSTRIES ARTISANS –  All the pensions are credited to the linked bank account of the pensioner through  “ JAI BANGLA” PORTAL

  • ESDP – the scope of employment by imparting Skill Based training programme among the unemployed budding youth.

  • CLUSTER – Enhancing productivity, competitiveness and capacity building with collective efforts and initiatives of individual units.

  • MFC – “Points of Single Contact” through which business can obtain information, complete necessary administrative procedures and handholding support to obtain different statutory compliances and get relationship officers.

  • FINANCE CLINIC – Getting the right fund provider as per the specific financial needs ranging from collateral  free loans to working capital requirements.

  • S3WAAS – A unique mobile application based help desk and query handling system.

Vested land clearance under 14 Y for Foundry Park by FCDA of 50.79 acres got cabinet approval, wherein MFC, Howrah was involved in handholding support in arranging hard documents and the land documents were processed by UCC, Howrah.  Foundry Park is under progress.  10 MSME Units has started to set up their Foundry Units.

Liaison with KMC to facilitate Metal Spare Parts Cluster, Bargachia, Howrah to build & supply SMOKELESS CHULLAH to the street vendors of KMC area through online Tender process. 

Rejuvenation of Howrah as MSME Hub : Strategic Plan by the MSME&T Deptts. for developing/promoting Industrial Parks ; Nine Inauguration, announcements & commencements of MSME Industrial/Logistics Parks of Howrah was done by Hon’ble C.M.,WB on 16th Aug’2019. The announcements were made in presence of Hon’ble MIC, MSME&T Depts, Hon’ble C.S., GOWB, Hon’ble ACS of the Industries Depts. & other Hon’ble Ministers, Dignitaries & Distinguished Guests and also in the strong presence of 700+ Entrepreneurs of Howrah Dist.  

Two MSME Synergy Programs were held during this period with all line Dept facilities, which were attended by 1500 Entrepreneurs/Cluster Stakeholders.

The Outcome:

  • Howrah: There will be creation of 3.5 lakh job opportunities with proposed investment of Rs 12,000 crorein the synergy organised by the state Micro, Small, Medium Enterprise and Textiles (MSME) department in Howrah. 
  • The entrepreneurs here have officially declared that there will be investment of Rs 12,000 crore and it is the major outcome of synergy. It will ensure generation of more than 3.5 lakh job opportunities, including above 1 lakh direct employments& that the hosiery park at Jagadishpur in Howrah is the first of its kind in the country. 
  • Infrastructure of the park is complete and at least four to five units are already functional. Many entrepreneurs who went to Tamil Nadu leaving Bengal have returned to the state, with development of necessary infrastructure for the hosiery industry. 
  • The hosiery park at Jagadishpur sits on a plot of around 120 acres, where there will be investment of Rs 5,000 crore, ensuring creation of more than 1 lakh direct job opportunities. 
  • The world famous company ESR has set up a logistic hub in the district. Companies like Flipkart and Amazon are also investing. It is creating 6,000 job opportunities.
  • In the same programme, 14.96 acres of acquired land was handed over to WB Hosiery Park Infra Ltd by West Bengal Small Industries Development Corporation (WBSIDCL) and it has also been announced that loans were sanctioned to 200 MSMEs. The same was distributed among 20 MSME
