Duties of the Department & Services Recoveries of public demand on the basis of requisition of the department and authorities of State Govt. /Central Govt. and others. Requisitions generally come from commercial tax deptt. Labour Commissioner, HBL Authorities, Bank Authorities Industrial Loan Authorities etc.

On receipt of requisition the Certificate Officer, if he satisfied that the demand is recoverable and that recovery by suit is not barred by law, may sign a certificate in the prescribed from stating that demand is due. Certificate debtor  is served with a notice U/S – 7 along with a copy of certificate U/S 4 & 6.

On receipt of the notice the certificate debtor may raise objection which may be settled as per law and after such settlement the certificate debtor makes payment either in full or in installment or takes recourse to Law Court, if the certificate debtors do not make any response then the certificate officer may execute the certificate as per section 14 of the PDR Act under clause (a), (b), (c) & (d) which deems fit & proper.

Case studies(Old) An amount of Rs.9,99,530,00 (Rupees Nine lakh Ninety-nine thousand Five hundred & Thirty) only was recovered from Hooghly Nadi Jalapath Paribahan Samabay Samity Ltd. in favour of Howrah Zilla Parishad, the certificate holder in the month of March, 2013.
