URBAN LAND ( CEILING & REGULATION )

 

General information of the Section:-

Urban Land (Ceiling & Regulation) Act 1976 is an act to provide for the imposition of a ceiling on VACANT LAND in urban agglomeration, for the acquisition of such land in excess of the ceiling limit to regulate the construction of buildings on such land and for matter connected therewith with a view to preventing the construction on Urban land in the hands of a few persons and speculation and profiteering therein and with a view to bringing about an equitable distribution of land in urban agglomeration to sub-serve the common good.

1).The main features of the act :

      1. Imposition of ceiling on holding of vacant land by a person (as individual / a firm / a company / a body / an association) in excess of the limit.
      2. Acquisition of vacant land in excess of the exiting limit by he State Government, subsequent disposal of the acquired land to sub-serve the common good and payment for such acquisition as compensation in cash & bond.
      3. Regulation on transfer of urban land.
      4. The State Governments may also grant exemption in respect of certain categories of excess vacant land on specific ground.

Total work of this department has been suitably distributed among the exiting staff.
The posting of typist is very much necessary as there are enough typing to be done frequently on everyday.
The posting of R.Os is also very much necessary as all the four-sanctioned post are lying vacant for a long time.

7) Maintenance of Guard File :

Al the G.Os, D.Os and other departmental orders etc are being maintained in several Guard Files in proper manner under direct supervision of the H.C. of the department.

 

8) E-Governance and Computerasation :

Proposal submitted under consideration of IT deptt.

9) Staff Training :

Almost all the staff attached (UDC/LDC) with this department was trained. In the last year i.e.2006-07 two staff of this department had attended the staff-training classes at Barasat.

10) Innovation, if any in the last year –2006-07 :

No innovation programme has been taken up during this period.

11) Case-study/Success story :

All the works of this department are being discharged by this department despite the massive shortage of staff.

12) Audit paras / Compliance :

Audit Report is quite satisfactory. Such audit report shows the picture of success of the staff of this department .No adverse remark has been passed in the last Audit Report.

13) Adjustment of advance :

No advance from any Head of Accounts has been taken by this department and hence submission of adjustments is not required.

14) Maintenance of Work –Diary by staff :

15) Special remarks, if any :

i) One computer set may be arranged to be placed in the Urban Land Ceiling Section for computerisation of all information, records etc. of this section.
ii) Staff strength of this section is very poor. Most the posts are lying vacant for a very long time, such as R.Os, typist, Amins, Chairmans etc. Special initiatives are required for filling up of the vacant posts.
